(This is a not dockworker position. It is not covered by the contracts negotiated between the ILWU and PMA.)

Put your experience and talents to work with a unique company - the Pacific Maritime Association (PMA).  PMA is a non-profit mutual benefit corporation that serves as a multi-employer collective bargaining agent for approximately 75 shipping lines, stevedore companies and marine terminal operators at California, Oregon and Washington ports.  West Coast port operations (including non-containerized cargo such as bulk and autos) now support 9 million U.S. jobs and contribute 12.5 percent of the U.S. GDP.


PMA’s primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Association’s member companies, as well as administrating payroll and certain benefits. Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach, with satellite offices in Port Hueneme, and San Diego), the Pacific Northwest (Portland, Oregon, Seattle and Tacoma Washington), and Northern California (Oakland).

 

SUMMARY

Under the supervision of the Assistant Director of Training, the Senior Training Supervisor develops new programs and manages the delivery of existing training programs. The training programs include cognitive cargo handling for the International Longshore and Warehouse Union (ILWU).  The position also provides Clerk training, supports JAPC/AAPC requirements, and functions as the primary port contact by performing the following duties personally or through instructors.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Maintain a strong working knowledge of industry safety and training agreements as described in labor contracts, arbitrations, minutes, and other industry agreements.
  • Supervise assigned Advanced Skill and Regulatory training programs to ensure high quality training: assignment of students and instructors, tracking progress, administering performance tests, and entering and maintaining payroll and training records.
  • Coordinate skill training on a daily basis by identifying available equipment for training.
  • Assist Area leadership with analysis of manpower utilization data to support forecasts and justification of training requirements.  Manage program training budget, expenses and payrolls for assigned ILWU instructors and students.
  • Present training programs to a wide variety of stakeholders including Equipment Operators, top management, and public organizations; and monitor instructor and student performance through travel to various waterfront locations for classroom presentations and visits to member company representatives.
  • Lead the ongoing development of course content for technical training programs including OSHA Longshoring Regulatory requirements, and other regulatory mandates, for skilled equipment training and teach this material to longshore students.
  • Oversee organization, development and maintenance of training manuals, reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.
  • Hire, train and direct assigned ILWU instructors in interpretation of a variety of technical instructions and effective techniques for training in the following area: proper use of training aids, simulators, off-the-job training, performance and progress tests and health and safety practices.
  • Maintain records and prepare periodic statistical reports to evaluate performance of instructors, training program effectiveness, and to monitor progress of trainees. 
  • Attend industry and regional Cal-OSHA, TAPCon meetings and seminars to obtain information useful to technical training staff and to inform future development of technical training programs and goals.
  • Serve as secretary and help facilitate monthly AAPC and JAPC meetings.
  • Continuously improve the efficiency of the training function and devise new ways to better serve the member companies and union stakeholders.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

To perform the job successfully, the candidate must be competent in the following areas:

  • Demonstrated experience in training and speaking in front of large groups of people and presenting ideas, training and learning material in clear and concise manner.
  • Display strong integrity and work ethic, taking ownership for meeting the goals and objectives of the department/organization.
  • Strong working knowledge of industry safety and training agreements with ability to read and interpret a variety of technical instructions including OSHA Longshoring Regulations and other regulatory mandates.

EDUCATION AND/OR EXPERIENCE             

  • A Bachelor's degree from an accredited 4-year college or university is preferred. 
  • 5-8 years of relevant experience in training and presenting technical material.
  • Prefer Adult/Technical teaching certificate.
  • Experience working with union labor preferred.
  • Prefer experience in adult equipment operator training programs.
  • Intermediate/advanced proficiency in the use of software applications including Microsoft Office; ORACLE experience desirable. 
  • Valid California driver’s license. 

 

PHYSICAL DEMANDS

  • Must be able to work and sit at a computer terminal for an extended period of time.
  • Will be required to drive to various waterfront locations, walk around marine terminals, climb aboard ships and various cargo handling equipment, transport training material and travel to other locations.
  • Must be able to lift up to 10 lbs.
  • Must be able to crouch, bend and reach on a daily basis.

  •   Exposure to inclement weather may be required.

WORKING ENVIRONMENT

The work is performed both inside in an office setting and outside at PMA training sites including various marine terminal locations, in temporary offices and classrooms. 

This position is based in Wilmington, CA; work assignments may require travel to other Southern California sites or travel to other regional offices.
