“The Justice Department reports that there has been a decline in productivity at West Coast ports and confirms that the ILWU encouraged its members to ‘work to rule,’ both before and after the closure of the ports. At the same time, it has not yet determined that either party has engaged in conduct sufficient to warrant a recommendation for a contempt citation. We will be responsive to the Department of Justice’s ongoing investigation into these issues, and we hope to be able to return the ports to full productivity as quickly as possible.
“We are continuing to devote our full attention to working with the Union to reach a contract agreement as soon as we can.”
